Subject: Inspection Report No. 50-219/85-18 and

Meeting Report No. 50-219/85-21

This letter transmits the findings of a routine safety inspection conducted by

Ms. Miller of this office on June 3-7, 1985 of activities authorized by NRC

License No. DRP-11 and to the discussions of our findings held by Ms. Miller

with yourself at the conclusion of the inspection, and to subsequent telephone

discussions between Mr. T. Martin of my staff and yourself on June 7 and June

9, 1985. This letter also transmits the meeting summary from an Enforcement

Conference which was held on June 13, 1985, at the NRC Region I office, King of

Prussia, Pennsylvania.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. The inspection of your

Radiological Controls Program consisted of selective examinations of procedures

and representative records, interviews with personnel, measurements made by the

inspector, and observations by the inspector. The conference was held at our

request to discuss the findings of Inspection No. 50-219/85-18. The topics

discussed at this meeting included the events of June 6-7, 1985, involving

apparent false statements to NRC inspectors, results of your investigation of

the causes and possible extent of management involvement in the events, and

your corrective actions taken or planned.

One violation was identified with regard to your Radiation Protection Program

as set forth in the Notice of Violation, enclosed herewith as Appendix A to

Inspection Report 50-219/85-18. This violation has been categorized by

severity level in accordance with the revised NRC Enforcement Policy (10 CFR

2, Appendix C) published in the Federal Register Notice (49 FR 8583) dated

March 8, 1984. You are required to respond to this letter and in preparing

your response, you should follow the instructions in Appendix A. The

responses directed by this letter and the accompanying Notice are not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.

In addition, apparent false statements were made to NRC Inspectors by the

i Group Radcon Supervisor and HP technician. As discussed during the tele-

phone conversation on June 9,1985 between Mr. Martin and yourself and the

Enforcement Conference held at our office in King of Prussia, Pennsylvar,1a on

June 13, 1985, the need for and nature of appropriate enforcement action

relative to the false statements is being considered and will be the subject

of separate correspondence at a later time.
