Dear Mr. Fay:

SUBJECT:

ADDITIONAL INSERVICE INSPECTION RELIEF REQUESTS, 10-YEAR INTERVAL POINT BEACH NUCLEAR PLANT UNITS 1 AND 2.

By letter dated July 6,1984 you requested additional relief requests for de secc:id 10-year inservice inspection interval for the Point Beach Nuclear Picnt Units 1 e d 2. The staff had previously granted certain reliefs for the second 10-ye r interval by letter dated March 29, 1984. The staff pro-vided a partial response to your July 6,1984 letter on September 10, 1984 The remainder of your relief requests not discussed in our September 10 letter and Safety E"aluation (SE) are evaluated in the enclosed SE. The requested reliefs have been granted.

However, your request for relief from the requirement to perform a volumetric examination of the' regenerative heat exchanger nozzle inside radius welds proposed no alternative examination. As discussed with your staff and stated in the attached SE, this relief has been granted contingent upon performance of a visual examination for leakage during each system pressure and hydrostatic test.

Based on oir review, we have determined that the testing for which the relief has been requested and approved is impractical to perform and that pursuant to 10 CFR 50.55a (g)(6)(i) the granting of this relief is authorized by law ano will not endanger life or property or the comon defense and security and is otherwisc in the public interest. In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facilities.

If you Aave any questions, contact T. Colburn at (301) 492-4709.

Sincerely, fLWW f 8511060024 851031 PDR ADOCK 05000266 Harold R. Denton, Director O PDR Office of Nuclear Reactor Regulation
