Dear Mr. Denton:

On December 30, 1985 your staff made a verbal request for supplemental information resulting from their review of the referenced letter.

Specifically it was requested that the Model 1, Regulatory Guide 1.95 dispersion model, be run using a class stability of F with a wind velocity of

.7 m/sec. Attached is the result of this requested model run.

As noted in the referenced letter, the .9 m/sec represents the worst fif th percentile conditions as called for in Regulatory Guide 1.95. The attached supplemental information provides your staff a comparison with the referenced submittal to this requested lower windspeed concentration curve. We have reviewed our earlier calculations used to determine the worst fif th percentile X/Q for the VEGP site using the joint frequency distribution of windspeed and atmospheric stability presented in Table 2.3.2-15 of the FSAR. Our review confirms that the VEGP site Regulatory Guide 1.95 dispersion model worst fifth percentile dispersion conditions are characterized by a Pasquill F stability and .9 m/see windspeed. As such, we feel that any additional analysis performed to determine the control room clorine concentration should use a wind velocity of .9 m/sec.

If you have any questions, please contact me.

Sincerely, J. A. Bailey gd{
