Dear Sir:

Description of Occurrencc On September 16, 1991, the Cable Sprecding Rocm (CSR) and Computer Rom (CR) CO2 Systems were removed from service for six days. The syrtem outage was required to allow modification work to take place for 26 hours3.009259e-4 days <br />0.00722 hours <br />4.298942e-5 weeks <br />9.893e-6 months <br /> a day, six days a week. Removal of the CO2 system was to provide safety 'or the indivituo h wcrk!ng in are.cs which could not be exited in a timely manner if the sye"em actuated. Le system was then removed f rom service a sin on Septemoer 23, 1991, and remained ruJt cf service for another six T. The station expects tr. continue this practice of blocking the CO2 System for wort in the CSR or CR ; hat could impede the occupant egress from the area.

Technical Specifications requires a specia~l report submission when the CO2

F ire detector were verifled to be operable to proiide for early detection of fire. During periods of time while the system is mechanically blocked, c firewatch with alternate suppression capability is stationed in the area in accordance with iechnical Specification 5.14.B.4.

Also, in the case of a fire condition, the system could be manually operated by the Fire Origade after the evacuat4n of workers.

U.'S. Nuclear Regule. tory Commission Page 2 Plans for Restoring Equipment to an Operable Status The system wil, be returned to service during any lapse in continuous work in the room and permanently after all modification work is complete. The Unit 3 work is expected to be complete by 11/01/91.
