ENVIRONMENTAL DEVIATION The following deviation was reported to Mr. Walt Baunack, Office of Inspection and Enforcement, Region 1, United States Nuclear Regulatory Commission on January 7, 1977.

The total suspended solids for the Unit 2 and 3 sewage plant effluent exceeded the Environmental Technical Specification 2.2.2.

Conditions Prior to Deviation:

The sewage plant was in the automatic mode.

Description of Deviation:

The daily turbidity measurement of the sewage plant l effluent was high and a gravimetric analysis for total suspended 1 /

Mr. Victor Stello, Jr. .ago 2 January 17, 1977 solids was run. The net total suspended solids for the sewage plant was 81 ppm greater than the river sample. Within two hours the sewage plant effluent was back within Technical Specification limits.

Desionation of Accarent Cause:

The sample was taken during a period of high flow. The greater than normal water inflow came from increased usage caused by the Unit 3 refueling outage. This high flow carried solids over from the aeration tank into the chlorine contact tank and from there carried over into the effluent. The followup samples of two hours later were within Technical Specification limits.

Analysis of Deviation:

This condition existed for a short period. Because the sewage plant flow is diluted by a factor of 10,000 with circulating water flow, the suspended solids of the circulating water leaving the discharge canal was not affected; therefore, the env'ronmental impact was minimal.

Correceive Action:

The chlorine contact tank was cleaned and the settled solids were removed.

Units 2 and 3 both in commercial operation in 1976.

Description of Deviation:

The following chemical usage for the first 6 months in 1976 exceeded 2 times the estimated yearly usage which is an Environmental Deviation.
