Environmental Deviation The following deviation was reported to Mr. Robert Hurd, Office of Inspection and Enforcement, Region 1, United States Nuclear Regulatory Commission on August 27, 1976.

Section 2.2.2 Report No.: 50-277/278-76-34 Report Date: September 6, 1976 Deviation Date: August 27, 1976 Facility: Peach Bottom Atomic Power Station Units 2&3, R.D. 1, Delta, PA 17314 Identification of Deviation:

The total suspended solids for the Unit 2 and 3 sewage plant effluent exceeded the Environmental Technical Specification 2.2.2 limit.

Conditions Prior to Deviation:

The sewage plant was in the automatic mode.

Routine analyses showed that the suspended solids concentration of the sewage plant effluent was 422 ppm and 86 ppm greater than the river sample on August 27 and August 28 respectively. In both cases the suspended solids concentration was within Technical Specification limits within one hour and in each case the duration of the deviation was shorter than two hours.

Designation of Anoarent Cause:

Increased water usage due to an increase in manpower on shift because of a Unit No. 2 outage caused high flow that carried solids over from the aeration tank .into the chlorine contact tank and from there into the effluent.

Analvsis of Deviation:

This condition existed for a short. period. Because the sewage plant flow is diluted by a factor of 50,000 with circulat-ing water flow, the suspended solide of the circulating water was not affected; therefore, the environmental impact was minimal.

Corrective Action:

The chlorine contact tank was cleaned and the settled solids were pumped out. In the future during short unit outages, temporary modifications to the sewage plant operation,that increase its capacity,will be instituted as was done during the last major outage. The Engineering Department is pursuing a permonant remedy to this problem.
