Dear Mr. Eisenhut:

In January,1982, we subnitted a draft report (Ref.1) in response to issues raised by your staff in a conference call held on Decarber 9,1981, on the above subject. Subsequent to this, a meeting was held at the NRC Headquarters in Bethesda on February 3, 1982 to discuss the use of higher damping values for the Vogtle cable tray supports.

During the meeting additional detailed infonnation was presented. 'Ihis additional infonnation included: (a) a description of the Vogtle supports and the plant's seismic zones, (b) the pertinent test data fran the ANCO Test Program (Ref. 2) , (c) the proposed design damping curve to be used for Vogtle, and (d) additional clarification to questions raised by your staff. Based on our presentation and supporting material a decision was made by trarbers of your staff that for the Vogtle Cable Tray Support Design the use of a 15%

Damping Value for both OBE and SSE is acceptable. We are proceeding with our design on this basis.

During the discussions, additional supporting information was requested. We agreed that the final report would provide expanded sample calculations and all reports and handouts that were presented. Enclosed are five (5) copies of the formal report titled " Report on Cable Tray Support Systen Damping Values" dated March 3,1982 that are provided for this purpose. 'Ihis report supplanents the material in the PSAR and the changes will be reflected in the FSAR which is scheduled to be subnitted in Septanber,1983.
