Dear Mr. Eisenhut:
PSAR Sections 2.5 and 3.7 and Appendix 2C state that all select sand backfill adjacent to and beneatn Category 1 structures i:, comoacted to 975 of the maximum destiny detemined by ASTM test designation D1557. Georgia Power Company proposes that the comit ent as shown in PSAR Figures 2.5-15 and 2C-13 be modified to allow backfill compacted to 95% in the area north of the turbine building. Specifically, the affected area is bounded by coordinates: fiS6+20, E103+50; 1486+20, E89+80; fl83+77, E103+50; and ilB3+77, E89+80, from elevation 185.5 to elevation to 220 ft. (See attached drawings.) The remainder of the power block Category I backfill will continue to be compacted to 97% of the maximum density determined by ASTM test designation D1557. The reason for proposing this change is to maximize the use of the remaining on-site Category 1 backfill material. Construction has typically made use of material-in the lower end of the 0% to 25% allowable range for fines content since this material consistently achieves compaction levels neeting the required 97%. Much of the remaining material contains fines teading towards the higher end of the allowable range and while it can be compacted to 97%, increased effort is required to control the moisture content as the percentage of fines increases. Construction believes that a greater incidence of rework will be required to achieve 97% relative compaction with the use of this material anc inat the costs attributable to this rework will be significant. A modified compaction requirement in the non-critical area north of the turbine building will reduce constructior difficulties while maintaining a consistently high quality of fill. Obtaining additional material .on site is environmentally undesirable because new borrow areas may have to be developed and off-site sources are cost prohibitivet -

Eisenhut March 25, 1981 Page 2 Changing the area north of the turbine building from 97% compaction to 95% compaction has no effect on safety-related structures since no Category 1 structures rely on this material for a load bearing foundation. The integrity of the turbine building design is not affected because the modified backfill area does not project below the bottom of the buildinc and does not provide a direct load bearing foundation for the turbine building. Specific reasons for the change having no effect are: o The tested static and dynamic properties, for material frem the
. 'asignated borrow areas compacted to 95%, are comparable to the design static and dynamic properties assigned to the 97% Category 1 backfill.
o The backfill material to be placed north of the turbina building is select sand and silty sand Category 1 backfill compacted to 95% of the maximum dry density detennined in accordance with ASTM D1557 with not more than 10% of the tests between 95 and 93% and none below 93%. The 95% compacted backfill has similar procerties to the Category 1 backfill used for the remainder of the power block excavation that is compacted to 97% of the maximum dry density determined in accordance with ASTM D1557 with not more than 10% of the tests below 95% and none below 93%. Keeping the lower bound at 93% further ensures similar properties. o The material compacted to 95% is placed no lower than approximately 20 feet above the water table (maximum elevation 165 ft. m.s.l.). o The seismic design of the Category 1 structures is not affected. The ' factor of safety of the power block backfill against liquifac-tion is not affected, and the general response to earthquakes is expected to remain the same. The area north of the turbine building is away from Category 1 structures and represents less than 10% of the total power block backfill. Also the actual properties of the 95% Category 1 backfill are similar to the properties assigned to the 97% Category 1 backfill and used in the seismic analysis. Therefore, the described change will not affect the seismic analysis of the Categ,ry 1 structures. o The predicted settlement for Category 1 structures and the turbine building is unaffected by implementation of the proposed modifi-cation since the area affected is not adjacent to or beneath any Category 1-structures and is not beneath the turbine building.
