UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 June 16, 2014 Omaha Public Power District Fort Calhoun Station, Unit No. 1

SUMMARY

OF FORT CALHOUN STATION, UNIT 1, MARCH 5-9, 2012, AUDIT ASSOCIATED WITH LICENSE AMENDMENT REQUEST TO TRANSITION TO NATIONAL FIRE PROTECTION ASSOCIATION 805 STANDARDS (TAC NO. ME7244) The purpose of this summary is to document the results of an audit performed at Fort Calhoun Station, Unit 1 (FCS) associated with a National Fire Protection Association 805 (NFPA-805) license amendment request (LAR) dated September 28, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML112760660), as supplemented.

A review team, consisting of U.S. Nuclear Regulatory Commission (NRC) staff and contractors from the Center for Nuclear Waste Regulatory Analyses (CNWRA) and the Pacific Northwest National Laboratories (PNNL) participated in a regulatory audit of FCS, located in Blair, Nebraska from March 5 -9, 2012. The regulatory audit supports the review of the LAR submitted by Omaha Public Power District (the licensee) to transition the plant's fire protection licensing basis to Title 10 of the Code of Federal Regulations (CFR) 50.48(c), which endorses with exceptions the National Fire Protection Association (NFPA) Standard 805, Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants," 2001 Edition. The purpose of the audit was to gain an understanding of the information needed to support the staff's licensing decision regarding the LAR and to develop high quality requests for additional information (RAI), as needed. The information submitted in support of the FCS LAR is under active review and any additional information needed to support the LAR review will be formally requested by the staff utilizing the RAI process in accordance with Office of Nuclear Reactor Regulation Office Instruction LIC-1 01, "License Amendment Review Procedures." The audit team consisted of nine NRC, four CNWRA (NRC contractor), and three PNNL (NRC contractor) staff, of which one NRC and two CNWRA staff were audit observers.

Enclosure 1 provides the schedules of activities during the audit. Enclosure 2 lists the NRC staff, the CNWRA staff, the PNNL staff, the licensee staff, and the licensee contractors who participated in the audit. Enclosure 3 lists the various documents that were reviewed during the audit. The audit team held an entrance meeting on Monday, March 5, 2012, with the licensee staff and contractors, licensee management and NRC resident inspectors.

FCS staff provided plant walkdowns focusing on fire protection engineering, safe shutdown, fire probabilistic risk assessment (PRA), and fire modeling.

Technical discussions were focused on five major areas: fire protection engineering, post-safe shutdown/circuit analysis, fire PRA, fire modeling, and programmatic review. At the conclusion of the audit, the audit team participated in a summary exit meeting with licensee staff and management on March 9, 2012. The NRC staff expressed its appreciation to the licensee staff for providing informative walkdowns and presentations for the regulatory audit team. Please direct any inquiries to me at 301-415-1530 or at Jennivine.
