SUMMARY
OF PUBLIC PRE-APPLICATION AUDIOCONFERENCE HELD ON SEPTEMBER 13, 2016, WITH OMAHA PUBLIC POWER DISTRICT TO DISCUSS LICENSE AMENDMENT REQUEST TO REVISE THE LICENSING BASIS FOR EVALUATING CERTAIN CLASS 1 STRUCTURES AT FORT CALHOUN STATION, UNIT NO. 1 (CAC NO. MF8304)
On September 13, 2016, a public audioconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Omaha Public Power District (OPPD, the licensee). The purpose of the meeting was to discuss OPPD's proposed application to revise the current licensing basis as described in the Updated Final Safety Analysis Report (UFSAR) for evaluating certain Class 1 structures at Fort Calhoun Station, Unit No. 1 (FCS). A list of attendees is provided in the Enclosure. The meeting notice and agenda, dated September 2, 2016, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16246A107. The licensee's presentation slides are available at ADAMS Accession No. ML16257A026. No regulatory decisions were made at the meeting.
The licensee described the proposed changes and anticipated schedule for submitting the application and answered clarifying questions from the NRC staff. The licensee intends to submit a license amendment request in October 2016 to propose the following changes to the FCS current licensing basis:
- 1.
Use methodology from the American Concrete Institute (ACI) 318-63 Code for normal operating/service conditions. This will be applied to the re-evaluation of the auxiliary building and intake structure.
- 2.
Use higher concrete compressive strength values for Class B concrete based on original strength test data for the auxiliary building.
- 3.
Use higher reinforcing steel yield strength values based on original strength test data for the auxiliary building.
- 4.
Make minor clarifications to the UFSAR.
The licensee originally proposed revisions to the licensing basis by application dated April 25, 2014, as supplemented by letter dated February 13, 2015 (ADAMS Accession Nos. ML14118A435 and ML15050A257, respectively), which was withdrawn by letter dated April 1, 2015Property "Letter" (as page type) with input value "LIC-15-0046, Withdrawal of License Amendment Request - License Amendment Request (LAR)14-05; Design and Evaluation of Seismic Class I Structures Using Ascm Developed Floor Response Spectra" contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process. (ADAMS Accession No. ML15090A743). The licensee made a subsequent application dated August 31, 2015 (ADAMS Accession No. ML15243A167), as supplemented by letters dated December 23, 2015, and June 9, 2016 (ADAMS Accession Nos. ML15363A042 and ML16165A028, respectively), which was withdrawn by letter dated July 27, 2016 (ADAMS Accession No. ML16209A126), due to OPPD's decision to permanently shut down FCS by the end of this year. The licensee intends to modify the scope of the original request by deleting the containment structure while retaining the auxiliary building. It no longer needs the change tor the containment structure, since the reactor will be shut down and defueled.
The public was invited to listen to the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. Members of the public participated by telephone, but had no questions. No public meeting feedback forms were received.
