SUMMARY
OF PUBLIC PRE-APPLICATION AUDIOCONFERENCE HELD ON FEBRUARY 3, 2016, WITH OMAHA PUBLIC POWER DISTRICT TO DISCUSS LIC~NSE AMENDMENT REQUEST REGARDING NFPA 805 CHANGES AT FORT CALHOUN STATION, UNIT NO. 1 (CAC NO. MF7222)
On February 3, 2016, a public audioconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Omaha Public Power District (OPPD). The purpose of the meeting was to discuss OPPD's proposed application to revise Table S-2, "Plant Modifications Committed," Recommendations 111, 119, 120, and 137 of License Amendment No. 275, Transition to [National Fire Protection Association (NFPA) 805), dated June 16, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14098A092), for Fort Calhoun Station, Unit No. 1. A list of attendees is provided in the Enclosure. The meeting notice and agenda, dated January 15, 2016, is available at ADAMS Accession No. ML16032A355. The licensee's presentation slides are available at ADAMS Accession No. ML16027A079. No regulatory decisions were made at the meeting.
OPPD described the proposed changes and anticipated schedule for submitting the application

and answered clarifying questions from the NRC staff. The licensee anticipates making the changes during the fall 2016 refueling outage. In accordance with Table S-2 of Amendment No. 275, changes to Recommendation (REC)-111 (High Energy Arc Fault Shields above 4160V
- and 480V Switchgear) and REC-137 (Alternate Water Supply from the Main Condenser to Auxiliary Feedwater Pump FW-54) require formal notification to the NRC. OPPD anticipates submitting its notification letter to the NRC by mid-February 2016. The licensee proposes to eliminate REC;..119 and REC-120 (Addition of Isolation Fuses between Battery No. 1(2) and Associated DC Bus), which requires NRC approval through the license amendment process.
OPPD ahticipates submitting its license amendment request (LAR) in mid-March 2016.
The NRC staff discussed what the licensee should consider in its application if, as the licensee stated, it uses only the methods and approaches accepted by the staff in the safety evaluation for Amendment No. 275. To support a streamlined review, the LAR should include (1) a summary of all changes made to the modifications approved in Amendment No. 275, (2) a summary of all of the changes made to PRA models and an explanation of each change, (3) updated versions of Tables M, S, and W for each fire area, and (4) a statementthat the licensee performed an evaluation of changes to defense-in-depth and safety margins and the results of the evaluation.
The public was invited to listen to*the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. Members of the public listened in on the telephone, but had no questions or comments. No public meeting feedback forms were received.
