U.S. Nuclear Regulatory Commission Public Meeting Summary June 27, 2017
Title:
Public Meeting to Discuss the Fort Calhoun Station, Unit No. 1, Post-Shutdown Decommissioning Activities Report (CAC No. MF9536)

The purpose of this meeting was to discuss and answer questions on the Fort Calhoun Station, Unit No. 1 (FCS) Post-Shutdown Decommissioning Activities Report (PSDAR). The U.S. Nuclear Regulatory Commission (NRC) staff also solicited written comments from the public on those questions that could not be answered during the public meeting.
General Details:
The meeting was scheduled from 6:00 p.m. - 9:00 p.m. Central Daylight Time. Thirteen NRC staff members were present. The meeting began with an introduction of NRC staff and a review of meeting ground rules, followed by presentations from the NRC staff. The NRC staff presentations focused on the decommissioning process, the NRC staff's review of the PSDAR, the inspection programs for decommissioning reactors and spent fuel storage, and the methods available for the members of the public to provide comments on the PSDAR. Following the NRC staff presentations, the meeting was dedicated to answering questions on the decommissioning process and the NRC staff review process, as well as receiving comments from members of the public.
Approximately 50 people participated in the meeting. Five participants asked questions and provided comments. In addition to members of the public, meeting participants included representatives of the Board of Directors at Omaha Public Power District, representatives from Federal Emergency Management Agency, public advocacy groups, and the licensee.
Summary of Presentations:
The NRC staff began the meeting by presenting information about the PSDAR review process, reactor decommissioning process and the inspection programs for decommissioning reactors and spent fuel storage. The NRC's presentation materials can be found in the Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML17163A019 and ML17160A384.
Following the presentations, the NRC staff then opened the meeting to the general public to ask questions about the decommissioning process and to comment on the licensee's PSDAR. All members of the public who wanted to provide a comment were given the opportunity to speak.
The meeting was transcribed so that the NRC staff could consider the public's comments as part of its review of the PSDAR. A copy of the transcript can be found at ADAMS Accession No. ML17160A394.

Public Participation Topic Themes:
During the public question and answer session of the meeting, the NRC staff received several comments and questions in the following general areas:
o On-site spent nuclear fuel storage - NRC considers dry cask storage to be safe, robust, and above the flood line; o
Decommissioning funding - NRC ascertains whether there is reasonableness that there will be enough funds to decommission the facility and to manage spent fuel until removed by the U.S. Department of Energy; o
Long-term nuclear waste storage policy - NRC acknowledged that the United States does not currently have a policy in place that leads to moving the fuel to a permanent national repository.
A sample of comments and concerns involving the decommissioning plans made during the public comment portion of the meeting included:
o The current horizontal dry cask storage canisters cannot be monitored, inspected, or repaired; o
Need for a decommissioning citizen oversight panel; o
Aging management issues associated with the concrete and spent fuel casks; o
Spent fuel casks are spaced far enough to survive terrorist attacks; o
Who manages the Decommissioning Trust Fund; and o
How armed security force will maintain the security for the entire site.

o NRC staff will consider the comments provided during this meeting as part of its review of the PSDAR.
