OF DECEMBER 12, 2006, MEETING WITH OMAHA PUBLIC POWER DISTRICT (OPPD) (TAC NO. MC5780)

Omaha Public Power District (OPPD, the licensee) met with the U.S. Nuclear Regulatory Commission (NRC) staff on December 12, 2006, to discuss its proposal for resolution of Generic Safety Issue-191 (GSI-191). The NRC staff previously met with OPPD on September 21, 2006, to discuss the water management strategies proposed by OPPD to help resolve GSI-191 concerns. OPPD had recently requested, and the NRC staff had approved, an extension to the completion date of the GSI-191 efforts. OPPD stated it will complete the actions stated in its request for the fall 2006 refueling outage. However, as the result of some of the chemical effects testing, OPPD is concerned as to whether they will be able to complete the analysis to finalize the final resolution of GSI-191 by the extension date. OPPD is looking at different water management strategies that would allow it to meet its commitment for completion of the GSI-191 effort by April 2008.

OPPD has reviewed several options for the resolution of GSI-191 and has determined, due to chemical effects concerns, several options are viable but prohibitive because of space or cost.

These options include larger strainers, removing additional insulation, and/or removing aluminum sources from containment. OPPD believes the most attractive option currently is to change the engineering safety feature actuation system logic to eliminate containment spray for a loss-of-coolant accident and only run high-pressure safety injection during recirculation. This would double the time to recirculation and significantly reduce the load to the filters. OPPD proposes to have an amendment to implement this water management strategy by June 2007.

The NRC staff stated that the approach appears reasonable. OPPD noted that to meet its commitment for the resolution of GSI-191, the amendment would need to be approved by April 2008. The NRC staff acknowledged the time constraints.
