SUMMARY

OF PRE-LICENSING MEETING HELD ON APRIL 5,2011, WITH OMAHA PUBLIC POWER DISTRICT TO DISCUSS REQUEST FOR EXTENDED POWER UPRATE FOR FORT CALHOUN STATION, UNIT NO.1 (TAC NO. ME5104)

On April 5, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Omaha Public Power District (OPPD, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the pre-licensing meeting was to discuss OPPD's updated plans to submit an Extended Power Uprate (EPU) application for the Fort Calhoun Station, Unit No.1. Specifically, the licensee discussed the EPU and its effect on environmental qualification of equipment. A list of attendees is enclosed.

The licensee's presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) under ADAMS Accession No. ML110950596. The licensee discussed the project overview and schedule which includes plans to submit the EPU application to the NRC on May 31,2011.

The licensee presented information on the EPU's impact on the Environmental Qualification (EQ) Program. The licensee stated that it plans to apply lessons learned from other utilities.

The NRC staff requested that the licensee provide sufficient details in the EQ profile in order for the NRC staff to make independent conclusions. It was also requested that the licensee identify and address all modifications in the application (Le., all engineering is complete); clearly state components meet the requirements under EPU conditions; and state how modifications will continue to meet EO requirements.

The NRC staff also requested the licensee to provide a thorough evaluation for the impact of the proposed EPU on the plant's capability to mitigate the consequence of a station blackout event.

In addition, the NRC staff requested that the licensee evaluate how the plant would operate within the current licensing basis with the replacement equipment. The NRC staff suggested the licensee consider the submittals and responses to the NRC's requests for additional information received from Grand Gulf Nuclear Station, Unit 1 and Point Beach Nuclear Plant.

The licensee also presented information on the EQ project and high energy line break (HELB) reconstitution. The licensee stated that a full HELB reconstitution will not be a part of the EPU review. Instead, the licensee stated that it is regenerating a "back-up" analysis that is already stated in the final safety analysis report (FSAR). The licensee continued to state that it would be using the same code stated in the FSAR and would not be considering dynamic effects for the EPU. The NRC stated that if the licensee would be evaluating new breaks, it should consider potential dynamic effects.

The NRC staff also requested the license to ensure that the grid stability study bounds the proposed EPU conditions.

The public was invited to observe the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned.
