SUMMARY
OF PUBLIC PRE-APPLICATION MEETING HELD ON APRIL 23, 2015, WITH OMAHA PUBLIC POWER DISTRICT TO DISCUSS LICENSE AMENDMENT REQUESTS REGARDING EQUIPMENT CLASSIFICATION METHODOLOGY AT FORT CALHOUN STATION, UNIT 1 (TAC NO. MF5899)
On April 23, 2015, a meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Omaha Public Power District (OPPD) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss two potential license amendment requests to revise the licensing basis for Fort Calhoun Station, Unit 1 (FCS), as described in the Updated Safety Analysis Report (USAR) by revising ( 1) the industry standard used for equipment classification, and (2) the construction code of record for certain Class I structures. These requests are part of the licensee's corrective actions for NRC unresolved item nos. 22 and 23 in Manual Chapter 0350 Team Inspection Report 05000285/2013008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13197A261). The licensee's presentation slides are available at ADAMS Accession Nos. ML15114A386 and ML15114A396. No regulatory decisions were made at the meeting.
OPPD described the proposed requests and anticipated schedule for submitting applications and answered clarifying questions from the NRC staff. With regard to the proposed revision to the construction code of record for certain Class I structures, the NRC staff specifically questioned (1) accounting for the hydrostatic load and soil load in the load combination equations, (2) the use of ductility and dynamic increase factors in the concrete analyses, and (3) the use of statistical evaluation alone for justifying the 28-day break strength data.
The public was invited to observe the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. Members of the public listened in on the telephone, but had no questions or comments. No public meeting feedback forms were received.
