SUMMARY

OF PUBLIC MEETING HELD ON MAY 22, 2014, WITH OMAHA PUBLIC POWER DISTRICT AND NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS FLOODING HAZARD REEVALUATION EXTENSION REQUESTS FOR FORT CALHOUN STATION, UNIT 1 AND COOPER NUCLEAR STATION (TAC NOS. MF3633 AND MF3632)

On May 22, 2014, a meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Omaha Public Power District (OPPD) and Nebraska Public Power District (NPPD) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss flooding hazard reevaluation (FHR) extension requests submitted by OPPD and NPPD for Fort Calhoun Station, Unit 1 (FCS) and Cooper Nuclear Station (CNS) on February 26, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML14058A225 and ML14064A264, respectively). A list of attendees is provided in the Enclosure. The meeting notice and agenda is available at ADAMS Accession No. ML14132A335. The May 22, 2014, meeting was a continuation of a May 9, 2014, public meeting on the same subject (see meeting summary dated June 5, 2014 available at ADAMS Accession No. ML14139A358). Highlights from the meeting include:

OPPD and NPPD indicated that they were sharing contractors and that because of resource constraints some of the FHR work could not be done in parallel and had to be done in series.

The NRC staff indicated that a mechanism for providing updates on the progress of the FHR work every 2 or 3 months may be considered.

OPPD and NPPD indicated that slippage in the FHR schedule will be communicated to the NRC as soon as possible.

The NRC staff stated that it would consider the following in analyzing the FHR extension request:

The NRC FHR extension determination will be limited to the schedule and should not be seen as an endorsement of the technical work associated with the FHR. The NRC will review the FHR after it is submitted and based on its review may ask questions regarding the FHR.

The NRC staff noted that based on the FHR schedule information provided at the meeting it appeared that for every week of FHR evaluation work there was a week of review time associated with the work. The NRC staff noted the need for a high-quality product but also indicated that this was an area it would consider when evaluating the extension request.

If needed, the NRC may ask for additional discussions before making a determination regarding the FHR extension request.

The NRC staff indicated that the FHR extension is independent of the need for OPPD and NPPD to provide interim actions to address the information found in the U.S. Army Corps of Engineers FHR provided in an April4, 2014, letter (ADAMS Accession No. ML14091A345). OPPD and NPPD indicated that they would be providing letters in early June 2014, noting the actions planned, or taken, to address the USACE FHR information.
