SUMMARY

OF PRE-LICENSING MEETING HELD ON JANUARY 13, 2011, WITH OMAHA PUBLIC POWER DISTRICT TO DISCUSS REQUEST FOR EXTENDED POWER UPRATE FOR FORT CALHOUN STATION, UNIT NO.1 (TAC NO. ME5104)

On January 13, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Omaha Public Power District (OPPD, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the pre-licensing meeting was to discuss OPPD's updated plans to submit an Extended Power Uprate (EPU) application for the Fort Calhoun Station, Unit NO.1.

Specifically, the licensee discussed its overall schedule and issues pertaining to spent fuel pool criticality and instrumentation and control setpoints. A list of attendees is enclosed.

The licensee's presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) under ADAMS Accession No. ML110140221. The licensee discussed the project overview and schedule which includes plans to submit the EPU application to the NRC on March 31, 2011. The NRC staff then questioned if the licensee was aware of issues that have arisen during its review of other plants' EPU reviews. These issues included steam generator tube rupture, high-energy line break, containment accident pressure, boron precipitation, and properly addressing Title 10 of the Code of Federal Regulations, Part 50, Appendix G, "Fracture Toughness Requirements." The licensee stated that it was aware of some of the issues and noted the issues of which it was not aware.

The licensee presented information on its spent fuel pool criticality analysis. The NRC staff raised a number of concerns in the areas of soluble boron concentration, control rod operation, axial burnup, surveillance test program, fuel inspection methods, and boron dilution. The NRC staff also asked the licensee to clarify its use of the CASMO-3 and KENO-V.a computer codes.

The licensee noted the NRC staff's concerns and plans to address them in its submittal.

The licensee asked the NRC staff if, of the information presented, there was any potential for non-acceptance. The NRC staff stated that issues may lie in integral on fixed absorbers and burnup profiles. The NRC staff also stated that there may be an extensive request for additional information regarding the licensee's proposed use of CASMO-3 and KENO-V.a.

The licensee presented information on its proposed methodology and approach for submitting a license amendment request patterned after the model application for Technical Specification Task Force (TSTF) Change Traveler TSTF-493, Revision 4, "Clarify Application of Setpoint Methodology for LSSS [Limiting Safety System Setpoint] Functions." No major issues were

- 2 noted. The licensee stated that it plans to submit a separate license amendment request for TSTF-493 after implementation of its EPU, projected for fall 2012.

The public was invited to observe the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. The meeting was attended by three members of the public. The individuals did not ask any questions or make any oral statements during the time allocated for public participation.
