SUMMARY

OF PUBLIC PRE-APPLICATION MEETING HELD ON OCTOBER 18, 2016, WITH OMAHA PUBLIC POWER DISTRICT TO DISCUSS LICENSING ACTIONS NECESSARY FOR DECOMMISSIONING FORT CALHOUN STATION, UNIT NO. 1 (CAC NO. MF8114)

On October 18, 2016, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Omaha Public Power District (OPPD, the licensee).

The purpose of the meeting was for OPPD to discuss the status and timeline for submitting the licensing actions necessary to transition Fort Calhoun Station, Unit No. 1 (FCS) from operating to decommissioning, and to solicit feedback and questions from the NRC staff. Subsequent to the meeting, OPPD permanently shut down FCS on October 24, 2016, for defueling. A list of attendees is provided in the Enclosure. The meeting notice and agenda, dated October 6, 2016, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16280A270. The licensee's presentation slides are available at ADAMS Accession No. ML16291A019. No regulatory decisions were made at the meeting.

The licensee introduced its Decommissioning Transition Team and discussed the background of OPPD's decision in 2016 to decommission FCS. The licensee intends to form an oversight committee to administer its decommissioning process, similar to an offsite review committee.

The licensee discussed some of the aids it is using to manage the planned reduction in staffing from the current level of about 570 to a final level of about 300-350, its anticipated timeline for transitioning to SAFSTOR, and its anticipated licensing submittals. The NRC staff provided feedback based on lessons-learned from plants that are currently being decommissioned.

The public was invited to listen to the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. One member of the public commented by telephone the opinion that spent fuel stored at the site should be moved to higher ground west of FCS and farther from the Missouri River, but there were no questions. No public meeting feedback forms were received.
