REGULATORY EFFECTIVENESS REVIEW PARTIAL RESPONSE The Nuclear Regulatory Commission conducted a Regulatory Effectiveness Review during October 6 to 10, 1986 at Big Rock Point. The findings of the review l were transmitted to Consumers Power Company by NRC letter dated July 7, 1987 and requested a response within 45 days. . The attachment to this submittal provides a response to 11 of the.19 f1ndings. A response to the remaining 8 items will be submitted within 30 days of the date of this letter.

Consumers Power Company requests the attachment.to this letter be withheld-from disclosure because it contains subject matter which is exempt from disclosure in accordance with 10CFR73.21(c).
