            This refers to the routine safety inspection conducted by Mr. J. Foster and
            others of this office on September 12-16, 1988, of activities at the Point
            Beach Nuclear Power Plant, Units 1 and 2, authorized by NRC Facility Operating                                          :
            Licenses No. OPR-24 and No. DPR-27, and to the discussion of our findings with
            you and others of your staff at the conclusion of the inspection,

            The enclosed copy of our inspection report identifies areas examined during
            the inspection. Within these areas, the inspection consisted of a selective                                              ,
            examination of procedures and representative records, observations, and
            interviews with personnel,

            No violations of NRC requirements were identified during the course of this                                              ~
            inspection. However, one exercise weakness was identified which will require
            corrective action. This weakness is summarizeJ in the attached Appendix to
            this letter.          As required by 10 CFR Part 50, Appendix E (IV.F), any weaknesses
            that are identified must be corrected. Accordingly, you are requested to
            advise us within 45 days of the date of this letter of the corrective action                                            7'

                                      EXERCISE VEAKNESS
      Licensee personne's failed to declare a General Emergency when scenario plant
      conditions requiring this classification, per the Emergency Action Levelt
      (EAls), were reached during the latter part of the exercise. These cont Tions
      were: (1) primary coolant leak exceeding 1000 gallons per minute; (2) loss of
      containment integrity, either visually or per control board status lighcs; and
      (3) core exit thermocouples exceeding 700 degrees F. These conditions were not
      recognized and a contingency message was issued by a Controller to prompt the
      declaration of a General Emergency. (Item No. 266/88021-01) (Section 5.b).

EXERCISE VEAKNESS

Licensee personne's failed to declare a General Emergency when scenario plant
