. UNPLANNED SHUTDOWN GREATER THAN 48 HOURS 1

On September 6, .1990, at 4:45 p.m., the licensee commenced a plant shutdown to repair a reactor coolant system packing leak from a pressurizer spray valve. The plant was placed in hot shutdown at 9:24 p.m., and in cold shutdown on September 7 at 7:15 a.m.

The plant is expected.to be critical early on September 10.

i The packing leakage was first observed on September 6,1990 at 1:30 ' .m. when control room operators noticed an increase in coolant charging pump speed wt ich indicated increased reactor coolant system leakage. It was additionally noter that the reactor coolant drain tank (RCOT) temperature and pressure were increasing. The_RCDT collects leakoff from various valve packings and also serves as a collection tank for other equipment drains.

The licensee determined the leakage to be identified leakage and to be approximately 5 gpm. The Technical Specification limit on identified leakage is 10 gpm.

The resident inspectors were on site and monitored licensee activities until the unit was shutdown.

There have been media inquiries about this shutdown.

The State of New York has been informed.
