Subject:

SECURITY THREAT The Department of Investigation in New York City, New York received a telephone call at 10:15 a.m. on June 21, 1989, from an irate male about a utility bill. An investigator determined that the caller was from Staten Island, New York, an area served by the Consolidated Edison Company. The caller stated that he "was going to destroy Indian Point to teach you a lesson," or words to that effect. The caller also referenced an incident in 1977 where damage was done to Consolidated Edison distribution equipment.

The liernsee is investigating the referenced 1977 incident, has implemented its bomb threat contingency procedures and is maintaining a heightened security status. The New York Power Authority, which operates Indian Point Unit 3, was notified by Consolidated Edisun and has implemented a similar security status.

Indian Point 2 is shutdown for a refueling outage, and does not plan to start up for two weeks. An Indian Point 3 start up from a refueling / maintenance outage is in the final stages with the main generator expected to be phased to the grid June 24, 1989.

The licensee was informed of the call at 11:20 a.m. and notified the NRC Operations Center via the ENS at 12:02 p.m.

The Region I NRC Public Affairs Office also received a telephone call at 12:48 p.m. from what appears to be the same caller. The caller made a similar threat against Indian Point.

f The NRC's Information Assessment Team, the Federal Bureau of Investigations, and the State of New York has been informed.

The NRC's resident inspectors will followup on the licensee's actions.
