April 13,1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-81 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

REPORT OF POSSIBLE OVEREXPOSURE On April 13, 1978, Region I was informed by the licensee that a maintenance worker's March film badge result indicated an exposure of 3.11 Rem which would give that individual a quarterly exposure of 4.47 Rem. Other  ;

dosimeter accumulations for March indicated 0.34 Rem by pocket dosimeter i and 2.75 Rem by TLD. The licensee is currently investigating this }

occurrence. This matter will be reviewed during an insipec, tion currently '

planned for May, 1978. m

~ . Media interest is expected because of recent publicity on the allegation  ;

i

! that maintenance workers are reluctant to enter radiation areas (See PN - l

(" . ~ 78-60). The State of New York has been informed. A press release may be issued by the licensee. No press release is planned by NRC.

NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the licensee at 12:05 a.m. , April 13, 1978.

This Preliminary Notification is issued for information only and no /

further action (other than the inspection) by IE is anticipated.
