UNIT TRIP WITH SUBSEQUENT LOSS OF 0FFSITE POWER

At 8:37 p.m., on July 13, 1977, the Indian Point Unit No. 3 reactor tripped from 91% power due to a lightning strike and resulting fire at the Buchanan, New York Substation located 1/2 mile from the Indian Point Site. Unit No. 2 had been shutdown previously for a maintenance outage. At 9:32 p.m., a total loss of offsite power occurred when other Consolidated Edison Units were lost in spite of load-shedding efforts by the utility.

This loss of units caused a power blackout affecting major portions of New York City and sur,_

rounding suburbs.

All safety systems fuctioned to maintain the unit in the hot shutdown condition. No license limits were exceeded.

Offsite power was restored by 3:20 a.m.

Plant restart is in progress.

It is anticipated that the turbine will. be ready for operation at 11:00 a.m. July 14, 1977.

W" Inspectors were dispatched and are on site.

Con Ed has made a press release.

New York State has been notified.

Region I notified the adjacent States of New Jersey and Connecticut.

NRC, Region I (Philadelphia) received notification of this' occurrence by telephone from the Plant at 10:20 p.m., July 13, 1977.
