August 4, 1977 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

PNS-77-30 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented _

is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Facility:

Consolidated Edison Company of New York Indian Point Unit Nos.1, 2, and 3 Buchanan, New York (DNs 50-3, 50-247, & 50-286) l

Subject:

BOMB THREAT The National Broadcasting Company (NBC) notified Consolidated Edison Company at 4:40 p.m. on August 3,1977, that a telephone call was received from an anonymous caller stating that two of Consolidated Edison Company's facilities would be bombed.

The Indian Point Station was advised at 5:20 p.m. and the Bomb Threat procedures were implemented.

The site was searched and the threat declared over at 5:45 p.m.

However, the licensee has elected to maintain an alert status through August 4, 1977.

Two inspectors were on site during the alert.

The FBI and New York State Police were notified.

Madia interest is expected because of two actual bombings that occurred

in New York City on August 3, 1977, and because NBC had received the bomb threat call. The State of New York will be informed.

NRC, Region I (Philadelphia) received notification of this occurrence by telephone from an inspector on site at 5:20 p.m., August 3, 1977, and updated at 8:15 a.m., August 4, 1977.
