Subject:
DEMONSTRATION, FEBRUARY 29, 1976, " CITIZENS FOR THE PROTECTION OF THE ENVIRONMENT: AND COUNTER DEMONSTRATION, " UNITED UTILITY WORKERS OF AMERICA, LOCAL 3".
On Sunday, February 29, 1976 the " Citizens for the Protection of the Environ-ment" held a planned demonstration at the entrance to the licensee's faci-lity. A counter demonstration was also held at the same time at the entrance to the licensee's facility by the " United Utility Workers of America, Local 3".
This union represents the Consolidated Edison Company employees.
The demonstrations started at approximately 10:40 a.m., reached their peak at approximately 1:30 p.m. and continued until 3:30 p.m.
The environmental-ists had approximately 150 persons which included Representatives Bella Abzug g
and Hamiltot. Fish and former Attorney General Ramsey Clark, and the union had an estimated 700 representatives. Uo physical clash between the groups or vio-lence occurred and no attempt was made to trespass on the licensee's property.
t There were no arrests.
Eight Local Law Enforcement Agencies were present with a total force of approxi-mately 130 uniformed and plain clothes police officers mairttaining order at the scene and over 100 riot control equipped police officers held in reserve a dis-1 creet distance from the scene. The licensee's Security Incident Emergency Plan I
was fully implemente.l. The local Fire Department stationed equipment inside of the nuclear station as did the local energency and ambulance squads.
Media interest is expected because of close press attention given to unusual conditions at nuclear facilities particularly when political personages are present. The State of New York has been informed. A press release is not p-pisnned.
, Region I, NRC, Philadelphia, Pa. received notification of this occurrence by telephone from the licensee security representative at 9:.50 a.m. on March 1, 1976.
