This preliminary notification constitutes EARLY notice of event of i

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

STEAM GENERATOR PRIMARY TO SECONDARY SYSTEM LEAKAGE i

The licensee comenced a plant shutdown at 9:30 a.m. on December 7,1978 to effect repairs to 'one of four of the plant's steam generators (No. 32). A primary to secondary system leak of 0.10 gallons per minute (gpm) was indicated on December 6, 1978.

The plant shutdown commenced when the calculated leakage increased to 0.24 gpm (T No i Tease of radioactivity to the environment occurre/S limit is 0.347 gpm).

be out of service for 7-10 days.

The Resident Reactor Inspector will follow-up on the repairs during his routinc inspections.

Media interest is expected because of.public attention to operations of nuclear power plants in New York State.

The State of New York has been t

informed. A press release will be made by the licensee.

NRC, Region I, (Philadelphia) received notification of this occu'rrence by telephone from the NRC Resident Reactor Inspector at 10:30 a.m.
