DETAILS 1. Key Persons Contacted W. Josiger, Resident Manager M. Cass, Assistant to the Resident Manager J. Russell, Superintendent of Power S. Munoz, Technical Services Superintendent J. Anderson, Site Reactor Engineer F. Gumble, Nuclear Reactor Engineer M. Paluck, Assistant Reactor Engineer The inspector interviewed other licensee personnel during the inspectio . Nuclear Material Control and Accounting Organization and Operation The inspector verified that the licensee had adequately maintained and followed written procedures for the control and accounting of nuclear material and that written statements of responsibility for special nuclear (SNM) were available. The procedures were included in the licensee's Special Nuclear Materials Accounting and Handling Procedure AP-20, Revision 5, dated April 3, 198 Shipping and Receiving The inspector determined through review that the licensee had established and maintained effective procedures to assure that all SNM received was accurately accounted fo A review was performed of all DOE /NRC Form-741's generated during the period April 1, 1982 - September 30, 1986 to determine proper signature, timely dispatch and accuracy of data. No discrepancies were noted, Storage and Internal Control The inspector determined through review that the licensee had established and was maintaining and following a system of written material control and accounting procedures that provided for knowledge of the quantity, identity, and current location of all SNM

- bearing materials within the facilit The licensee was maintaining Item Control Areas (ICA's) that included the reactor, fuel storage building, and other areas that were appropriate for SNM contained in other than fuel.

3 Inventory The inspector reviewed supporting records that showed physical inventories were conducted at least annually as required by 10 CFR 70.51(d). The licensee's last physical inventory was performed on March 23, 198 The inspector reviewed supporting records which reconciled the quantity of SNM shown, as of September 30, 1986. The licensee's inventory, as of March 23, 1987, consisted of 485 fuel assemblies, 32 fixed in-core fission counters, 43 movable in-core fission counters, 3 fission counters containing more than 1 gram of U-235, and 2 plutonium-beryllium source Records and Reports The inspector reviewed the licensee's recoras and source data and all Material Balance Reports (00E/NRC Form-742) submitted during the period April 1,1982 - September 30, 1986. Total uranium and U-235 fission, transmutation and plutonium production and decay records were also reviewed. No discrepancies were note Exhibits I and II of this report summarize the licensee's nuclear material activities for the period April 1,1982 - September 30, 198 Management of Materials Control System The inspector determined that the licensee was maintaining a manage-ment system which provided for the revision, implementation and enforcement of nuclear material control and accounting procedure There was an organization structure responsive to the nuclear material control and accounting requirements, the license and appitcable NRC regulation . Exit Interview The inspector met with the licensee representatives listed in para-graph I at the conclusion of the inspection on April 3, 1987. At that time, the purpose and scope of the inspection were reviewed and the findings were presente No written material was provided to the licensee by the inspector during the inspection.
