'i Gentlement In accordance with the requirements of 10 CFR f0.71(e), Commonwealth Edison hereby submits Revision 7 to the Updated Final' Safety. Analysis Report (UFSAR) for our Quad Cities Station. Units 1 and 2 have a common FSAR and,

'therefore, this revision contains information for both units.

The UFSAR has been prepared in accordance with guidance approved by the May 9, 1980, Federal Register Notice and Reference (a). Consistent with that guidance, this update has been prepared in the original FSAR format with

.the original level of detail. No attempt has been made to revise the format or content to conform with the recommendations contained in Regulatory Guide 1.70.

Commonwealth Edison has applied its established procedures to identify-the information required to be submitted for this revision, including modifications to the facility as described in the UFSAR that have been made since the last submittal (Reference (b)). In our judgment, the information .

provided accurately presents those changes made since the previous submittal which are necessary to reflect information and analyses submitted to the 1

I that all changes requiring NRC approval have been reviewed by the NRC. .For all- l other changes, there are safety evaluations on-site to document the station's determination that prior NRC approval was not required.

In reference (c), the NRC has identified concerns with previous UFSAR submittals. Commonwealth Edison is currently reviewing the issues and will 1 include a review of the corrective action impact on this submittal. The 1988 UFSAR package will be appropriately supplemented by' December 31, 1989. j

.i In accordance with the regulations, future revisions to the UFSAR will I continue to be provided on an annual basis.

q To the best of my knowledge and belief,.the submitted changes to the i UFSAR are true and correct. LIn some respects these statements are not based  ;

.on my personal knowledge but:upon information furnished in the regular course l of business by other. Commonwealth Edison employees. Such information has been

j reviewed in accordance with Company practice and I believe it to be reliable. _j In accordance with the requirements of 10 CFR 50.71(e), one signed original and ten (10) additional copies of the UFSAR revinions are provided.

Also attached is an "Index of Changes" which explains which pages of the UFSAR must be removed and which revised pages must be inserted.
