Dear Mr. Murley:

In the above referenced letter Commonwealth Edison submitted its '

plan for the inspection of piping which is susceptible!Intergranular. Stress Corrosion Cracking (IGSCC) pursuant to the requirements'of Generic Letter j 84-11.

During the cr.urse of our inspection, we have' periodically briefed members of your staff regarding the inspection results, as well as the ,

status of proposed repairs.

On November 25, 1987, we had a conference call'with members of your ..!

staff, as well as NRC Region III, regarding the repairs which were completed for welds 02BS-S5 and 02BS-S9. A list of conference call' participants'can  !

be found in Attachment 1 to this letter. During the conference call, Commonwealth Edison provided the preliminary results of the fracture mechanics analysis for these welds. We are now formally transmitting this evaluation as Attachment B to this letter. ~This evaluation will be included '

in our final status report'which will-be provided to your staff for their.

review and concurrence prior to the start-up'of Quad. Cities Unit:1 .;

(currently scheduled for December 18, 1987),

In our conference call, it was noted that.thts. repairs that have "

-been completed provided leak barrier overlays for.these affected welds.. 'It' is our plan to bring these weld overlays up to full structural:in a future 'i refueling outage. Based on the results of.the fracture' mechanics analyses,1 l

it has been determined that'after giving credit for the load carrying-capacity of the leak barrier,-that welds 02BS-S5 and-021BE-S9 meet'the i requirements of draft NUREG 0313 Revision 2 for at least one additional cycle of operation. This approach was' accepted by your staff in our .

conference call.

We have agreed to perform on additional evaluation for the information of your staff on 02BS-S9 assuming a 360* by the end of evaluation period flaw depth crack. We wish to reiterate that this is being-provided strictly for information and as a courtesy to your staff. This does not represent a commitment on the part of Commonwealth Edison to perform future evaluations in this manner. This evaluation will be provided to your staff under seperate cover by no later than December 15, 1987.

Lastly, we were requested to provide a weld map for Quad cities Station Unit 1 Weld 02BS-S9. This can be found as Attachment C to this letter.
