Duke Energy Corporation 1 Catawba Nuclear Station Units 1 and 2 j Docket Nos. 50-413 and 50-414 1 Special Report Inoperability of Meteorological Monitoring Instrumentation Channels Pursuant to Selected Licensee Commitment 16.7.3 with one or more required meteorological monitoring channels inoperable for more than seven days, a Special Report is required within the next ten days. The Special Report is required to outline the cause of the malfunction and the plans for restoring the channel (s) to operable status.

On August 26, 1999, during a routine system walkdown it was discovered that the meteorological system upper wind speed cup set was broken, causing the Upper Wind Speed Channel to ,

be inoperable. It was determined that the channel had been l inoperable.since August 13, 1999, via review of historical data.

i The cup set was replaced and the channel was restored to operable status on August 26, 1999. The cause of the cup set failure could not be positively determined. Cup set failures occur periodically, and can be caused by very hard l rain, lightening, and bird strikes. The operation of the i

meteorological system is monitored periodically, but these l checks were unsuccessful in promptly detecting this failure. t, l
