Duke Energy Corporation Catawba Nuclear Station Units 1 and 2 Docket No. 50-413/414 Special Report Inoperability of Meteorological Monitoring Instrumentation Channels Pursuant to Selected Licensee Commitment (SLC) 16.7.3 and Technical Specification 6.9.2, with one or more required meteorological monitoring channels inoperable for more than

, seven days, a Special Report is required within the next ten days. In accordance with 10 CFR 50.4, this Special Report is being submitted to the Commission.

While performing the daily channel check on December 18, 1998, Operations personnel observed the meteorological system /

ambient temperature to be erratic, which caused the system to '

i be inoperable. Work request 9L-057596 was written to investigate and repair computer point C1P0118 (dry bulb

! temperature) on the meteorological panel.

Cn December 30, 1998, maintenance personnel removed and E L1

! replaced the temperature signal processor. It was then l determined that this random, intermittent failure occurred as a result of the data logger overloading the circuit. Repair

and replacement components have been requested for the data logger and will be available on December 31, 1998. When the repair or replacement is complete, the meteorological system should be restored to an operable status.
