INSERVICE TESTING OF THE EMERGENCY DIESEL GENERATOR AUXILIARY SYSTEMS Re: Haddam Neck Plant We have completed our review of the Connecticut Yankee Atomic Power Company (CYAPC0) January 31, 1985 submittal concerning inclusion of emergency diesel generator (EDG) auxiliary systems in your inservice testing program at the Haddam Neck Plant. During our continuing review of the inservice testing (IST) program update, submitted April 9, 1984, the staff also will be evaluating the results of the engineering studies submitted by letter dated March 12, 1984.

In our safety evaluation (SE) dated December 29, 1983, we concluded that all appropriate pumps and valves in the EDG auxiliary systems should be included in the IST program and requested that an amended IST program be submitted within 12 months.

By letter dated January 31, 1985, CYAPC0 responded to the SE open item requiring that the IST program be amended to include the EDG auxiliary systems. CYAPC0 concluded that it was inappropriate to classify the EDG auxiliary fluid systems as Quality Group C and to include them into the IST program. The staff has reviewed the information provided and, consistent with the guidance of Regulatory Guides 1.26 and 1.29, reiterates its previous conclusion that the EDG auxiliary systems should be included in the inservice testing program and be tested to the requirements of ASME Code,Section XI, to the extent practical.

For plants whose construction permits were issued prior to January 1, 1971, 10 CFR 50.55a(g)(1) requires that safety-related pumps and valves meet the inservice testing requirements applicable to components which are classified as ASME Code Class 2 or 3, to the extent practical.

The NRC staff has previously informed CYAPC0 that it considers the EDG auxiliary systems to be safety-related systems which should be subject to the Ccde inservice testing requirements. CYAPC0 has not yet established that testing of these auxiliary systems is impractical.

4 Mr. John F. Opeka The foregoing position was previously reflected in a similar evaluation for the Millstone Unit 2 IST program, which was sent by letter dated October 31, 1985. That evaluation describes the kind of considerations that should be addressed in determining the practicality of testing the EDG auxiliary systems to the Section XI requirements which will ensure a reliable source of emergency power.

We again recommend that you include the EDG auxiliary systems in an amended IST program. The testing currently being done should be continued until the Code testing can be done. The staff concludes that the plant preventive maintenance and routine surveillance program provides reasonable assurance of pump and valve operat.ional readiness required by the Code for the interim period. Please submit, within 60 days following receipt of this letter, a response including an appropriate schedule for submittal of the recommended IST program.
