POST-ACCIDENT INSTRUVENTATION Re: Haddam Neck Plant The Commission has issued the enclosed Amendment No. 66 to Facility Operating License No. OPR-61 for the Haddam Neck Plant. This amendment consists of some but not all changes to the Technical Specifications requested in your application dated May 2,1983. The issues dealing with the reactor vessel surveillance capsules and administrative changes are beine handled as separate licensing actions.

This amendment modifies the Technical Specifications to: (1) add oost-accident instrumentation headings to Sections 3 and 4 of the index; (2) add new limiting conditions of operation and surveillance requirements for post-accident instrumentation, and (3) add requirenents for a special report if post-accident instrumentation is unavailable.

A Notice of Consideration of Issuance of Amendment to License and Proposed -

No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal '

Register on October 26, 1983 (48 FR 49581). No cervrents or requests for hearing were received.
