In accordance with NRC policy, I have reviewed the SALP. Baard Assessment and concur with their ratings. lit is my view that your conduct of nuclear activities _in connection with the Zion facility was good. During this assessment period, overall performance continued t_o improve. This - improvement resulted from effective station management, resource allocation to the station, and the development and implementation of your improvement' . programs. Improvement in three functional. areas is noteworthy. Specific highlights of the report are as follows: 1. The Plant Operations area retained a Category 2 rating. Staffing levels. and operator response to events were excellent. -Improvement in-the - areas of inter-departmental communications and' shutdown risk assessments were offset by the recurrence-of operator-person.nel~ errors. 2. The Radiological Controls area ' retained a Category: 2 rating.- In the middle of the SALP cycle, problems.-were identified during the unit 1- refueling outage. Additional management attention and corrective actions were applied:in preparation for the current unit 2 refueling outage, which commenced near the- end of the SALP period. As a result of these. actions: radiological controls -and performance during this outage have-improved. Your water quality program continues to be:a strength. 3. The Maintenance / Surveillance area improved to.a Category 2 rating this assessment per_iod. - Improvement was noted in many areas, most notably- planning and scheduling, increased preventive maintenance, and a reduction in the corrective maintenance backlog. -Management challenges- will be to address problems in the foreign material exclusion program, re-work tracking, and reducing excessive leaks in plant systems. 080028 9302100203 930201 PDR. This improvement resulted from strong station and corporate emergency planning staff. Your onsite emergency response facilities.and training program became a strength during this assessment period. 5. The Security area improved to a Category 1 rating. Management effectively allocated and utilized resources to implement-the security program. This coupled with an excellent staff and equipment effectiveness contributed to your successful performance. 6. The Engineering / Technical Support area retained a Category 2 rating. Some improvement was noted, most notably technical staff and site engineering organization involvement in plant activities and the strengthening of the site engineering organization. However, increased management attention is needed in the areas of temporary alterations to the plant, post-maintenance or post-modification testing, and initial licensed operator training. 7. The Safety Assessment / Quality Verification area retained a Category 2 rating. Your additional management attention resulted in broad improvements at the station. Areas of continuing challenge include adequate technical review activities by the onsite review committee as well as the quality of licensing submittals, The NRC will continue to monitor your improvement programs. -The most significant of these will be activities related to the forthcoming dual-unit outage where you will be addressing many long-standing material and equipment problems. At the SALP meeting, you should be prepared to discuss our assessments. The meeting is intended to be a candid dialogue wherein any comments you may have regarding our report are discussed. Additionally, you may provide written l comments within 30 days after the meeting. Your comments, a summary of our meeting, and my disposition of your comments will be issued as the Final SALP l Report. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the Initial SALP Report will be'placed in the NRC's Public Document Room.
