As a result of the conforanco call, FEMA Rogion VI has rescarched tho folloding four aroas of concerns (1) Tho list of support hospitals within the 25-mile radius of tho plant to confirm arranjamonts that havo boon mdo for providin] medical servicos for contaminatesi, injured inlividuals includinj thoso exposcJ to radiation. It was found that tho 21 hospitals listed in Tab 4, Chaptor 10 (soa attachmnt 1), of the Stato plan are those which possess ralloactivo mtorial liconsos and operato nacicar txdicino departmonts in the vicinity of Watorford III.

St. John the Baptist Parish Emergency Plan Implementing Procedure

1. PURPOSE I

To establish procedures to support Parish protective response to an accident at the Waterford 3 Steam Electric Station, while assuring continued provision of health and medical services to the general population.

II. DEFINITIONS A. The definitions provided in the "Off-Site Emergency Preparedness Training Resource Book" are applicable to the terms used in this procedure.

B. Other Definitions

1. Disabled Person - A person so debilitated or hampered by physical inpair1nent that self-mobility to a pick-up point is impractical.

2.. Radioprotective Dfugs ' Compounds containing iodine in suffi.

cient quantities to saturate the thyroid, thereby blocking partially or wholly the absorption and increasing the elimination of radiciodines by the human body.

3. Respiratory Protection - Those actions taken at the time of an accident intended to miniatze the inhalation of airborne contamination.
4. Sheltering - Actions taken by.the public to protect against radiological exposure which include remaining indoors, closing doors and windows, and decreasing building ventilation during

l III. SITUATION A. In the event of an accident at Waterford 3, normal health and medical services within the Parish could be disrupted.

8. Parish officials, being responsible for the health, welfare and F safety of individuals within the Parish, may recommend protective actions to medical services providers.

! C. The Health / Medical Officer, serving as liaison between the parish government and medical service providers, will assist information exchange and resource management during an emergency. E l

1. Coordinate delivery of health and medical services in the Parish at the time of an emergency. ,
2. Coordinate and assist in the protective response for:
a. . River Parishes Medical Center
b. Twin Oaks Nursing Home -
c. Place DuBourg
d. Disabled persons witinout transportation in t'he Parish Note: This includes arranging for transportation to support the evacuation for the groups listed above.
3. Maintain an inventory of health care providers, facilities, materials and equipment necessary to protect the public in the event of an emergency.
3. The Administrators of River Parishes Medical Center, and Twin Oaks Nursing Home are respansible for maintaining current emergency management plans and procedures
  • that are consistant with Parish emergency plans and implementing procedures. ,

C. The St. John Parish Council on Aging is responsible for maintaining a roster of disabled persons without transportation within the Parish and to assist the Health and Medical Officer in making provision for their evacuation.

V. PROCEDURES . .

A. Administrative

1. Recruit, orient and train two (2) relief health / medical officers to provide for extended operations and full-time coverage.

! 2. Review and become fast 11ar with the Parish E0C Implementing Procedure for fixed nuclear facility accidents.

3. Assure semi-annual update of resource materials attached to this procedure.

4.' Maintain agreements or understandings required to implement these procedures. including provision of lin evacuation support facility for each health care facility in the Parish.

St. Charles Parish is responsible to ensure availability and coordinate delivery of health and medical services to Parish residents in an emergency situation. .

3. Cooroinate and assist in the protective response for St. Charles Hospital, Luling Nursing Home and non-institutionalized disabled persons without transportation, including provision of transportation resources to support evacuation, *
4. Maintain an inventory of health care providers, facilities, e materials and equipment necessary to protect the public in the event of an emergency. '

Health care facility administration is responsible to maintain current emergency'mangement plans and procedures consistent with Parish emergency plans and implementing procedures.

D.

The St. Charles' Parish Council.on Aging is responsible to maintain a current roster of Parish elderly disabled persons without transpor.

I tation to assist the Health / Medical Officer in making provision for their evacuation.

V. PROCEDURES _
