We revised public information brochure for the Waterford emergency plan-ing zone was recently provided to the Ebderal Emergency Management Agency (FEMA)
Region VI office for review. W e FE!% staff reviewed the revised brochure against the Atomic Safety and Licensing Doard's Partial Initial Decision of May 26, 1983, to insure that the representations made by the applicant and requirenents established by the Deard were incorporated into the revised brochure.
A copy of their review is attached.

Peview of the Final Draft Waterford III Public Information Brochure A copy of the revised public information brochure (PID) for the Waterford Steam Electric Station, Unit 3, has been forwarded to Pegion VI for review.
In the Matter of touisiana Power and Light Ccepany, the Attnic Safety and Licensing Board's (AS W ) partial initial decision of May 26, 1983, 17 N.R.C.
(1983), the ASG reewmended certain changes and/or nodifications to the revised brochure (Slip op.,Section III, Paragraph 6 at p. 9-11). Our review indicates that all of the reconmended changes and/or modifications have been incorporated into the revised PIB.
@ e specific changes are:
Paragraph 6 a. - %e first paragraph has been eliminated in Section 5 following the subheading "Incate Your Children's Peception Center."
- b. - We words " School" has been deleted frm the " chart for the 16 sections around Waterford 3."
H e heading now reads, " Pickup Points."
- c. - Pickup points have been identified on the map with ntabers inside triangles, n e black and white map identifies all of the pickup points.
The colored overlay map which still has the dots, does not have pickup points to correspond with number 41 in Section B3 and numbers 63 and 65 in Section D3.
Since all of the triangles are shown correctly on the* black and white map, this probably does not pose a problem, but just should be a reminder that final product nust have all of the pickup points shown in proper locations.
We next to the last sentence in Section 4 under the main heading "that To Do If You Are Told 'Ib Evacuate" has been replaced by sentences reading that "Each pickup point in the chart has a nuter. 'Ib locate a pickup point on the map, look for the triangle with the ntnber on it. G oose the pickup point closest to your home."

following the listing of radio and T.V. stations) the statement "fbilow he Directions Given Even If %ey Differ From Rose In his Booklet" is shown in bold lettering.
l There has been a modification to the method of distribution of the PIB's.
% rough contacts with the State, local and utility representatives, the Region has been advised the method of distribution will be as follows: as soon as the brochure has been approved and printed, LP&L will mail a copy to every customer in the 10-mile EP2 (covers all residence and comercial interests).
In addition, bulk distribution will be made by LP&L to the local Civil Defense officials who, in cooperation with local parish personnel, will distribute copies to hospitals, industries, hotels, motels, libraries and other public areas.
In addition, posters will be developed and made available for display l
in indoor public areas. Also, information will be contained in the local telephone directories.
Subsequent to the ASta decision, two other issues have arisen. One is that NRC wants the rumor control telephone ntsnbers of the utility to be shown i
in the brochure. NUREG-0654, Planning Standard G. 4. c. states that "Each organization shall establish coordinated arrangements for dealing with runors."
In reviewing FEMM s guidance and instructions, I can find no requirement that the nunbers be shown in this brochure.
I would not object, however, to them being included, except it may conflict with infermation that states "Do Not Use Phone" located under the heading "that 7b Do If You Hear %e Outdoor Sirens."
Also, there is another paragraph in the brochure entitled, "Should You Use he Phone?" with instructions not to use the phone unless you or someone you kncw is injured or too sick to do what is needed. W ese restrictions for the public not to use the phone could be confusing if rumor control phone ntebers are added to the brochure.

%e other area of concern is that the map das not show the Luling Bridge (recently coupleted and opened). Wrough my contacts, I have determined that the bridge will be shown on the map in the brochute. Also, through py contacts, I have determined that the local governments do nct want to use the bridge to evacuate people. Se procedures and routes for esacuation now developed are sufficient. We Parishes do not want a traffic jar at the bridge and do not plan to route people across the river. I certainly surport their decision and believe it is the correct way to handle the situation.
I agree that the bridge should be shown on the map so that the public know 2 that this map is up-to-date but defer to the local governments decision not to show the bridge as an evacu-ation route.
