SUBJECT:

Interi Findings for the Waterford Nuclear Power Facilmy in Louisiana This responds to the schedule in the NRC/ FEMA joint monthly report to Congress

- which commits to the subject findings.

Off-site plans for the Waterford Facility have not yet been provided by Louisiana for review by the Regional Assistance Committee (RAC).

It was anticipated that the State plan, site specific for Waterford, as well as the plans for the St. Charles and St. Johns Parishes would be available by October 9,1981.

The State now reports that the above plans will not ba submitted to the Region until November 16, 1981.

The RAC Chairman does not anticipate that a RAC review can be completed before January 1, 1982.

It is observed that the State of Louisiana has descloped a State pinn site specific for the Grand Gulf facility in Mississipoi whose 10 mile EPZ includes Tensas Parish in Louisiana.

The Region's RAC Chairman advises that the State's Grand Gulf plan appears to be credible. While it cannot be substituted for the site specific Waterford plan, since each off-site area is different, it does give confidence in that State's capability to develop adequate plans.

In summary, there are no State and loca. radiological plans site specific for the Waterford facility that would support a positive finding at this time. A finding w 11 be provided by January 20, 1982, which preceeds the hearing scheduk d for March 1962.

We advised Mr. Sheldon Schwartz of your office about this situation on October 20 by telephone. We are modifying our section of the Congress Report accordingly.
