Status Report on Waterford 3 Nuclear Power Station My letter to you dated February 7,1983, stated that the Federal Emergency Management Agency (FEMA) would be able to provide you with a Supplemental Interim Finding by June 15, 1983, which would include a review of Revision 5 of the Louisiana State Plan and the results of the exercise scheduled for April 13, 1983, at the Waterford 3 site. This is not possible at this time.
Revision 5 of the Louisiana State Plan was not submitted, as anticipated by FEMA, but a final version of Revision 4 was submitted and is currently under review by the Regional Assistance Committee (RAC). The Region anticipates that the RAC comments will be received for consolidation by FEMA in July 1983 with subsequent review and response by the State.
Therefore, no additional information on the status of the plan is now available.
As a result of the Emergency Preparedness Implementation Appraisal conducted by the Nuclear Regulatory Commission on February 22--March 4, 1983, concerns were raised and the initial exercise scheduled for April 13, 1983, was cancelled at the request of Louisiana Power and Light. Subsequent to this, the exercise was rescheduled for May 25, 1983, and has since been cancelled again, this time at the request of State officials due to l
flooding in the area surrounding Waterford 3.
We now understand that the exercise will not be conducted prior to September 1983. These events l
have precluded a finding on preparedness at Waterford 3 at this time.
As a result of these events, FEMA will not be able to provide a more substantial finding until September 15, 1983. This will include an A-P evaluation of the final plans of Revision 4 impacting the Waterford 3 site against the criteria in NUREG-0654, REP-1, Rev.1, but will not address preparedness.

On March 25, 1983, you requested, in a memorandum to me, that our June 15, 1983, interim address " Emergency Preparedness concerns of St. John Parish Civil Defense Director (Waterford 3 offsite plans)."
l On June 1, 1983, FEMA Region VI discussed with the State of Louisiana the

concerns related to the St. John Parish Emergency Operations Center (EOC).
Problems associated with communications (hotline phone) at the St. John Parish EOC are being corrected and a test of the siren system at Waterford 3 vill be conducted later this month. Region VI is currently addressing the other concerns noted in.your March 25, 1983 memorandum, and plans an on< site visit in July 1983 to address these issues.
