Technical Specification. 6.7.la requires that written ' procedures be established,L implemented, and maintained _ covering activities delineated in

- Appendix A 'of: Regulatory Guide 1.33,. Revision 2, February 1978.

Regulatory Guide. l.33, Revision 2, February 1978, delineates the types of.

l safety-related activities that should be covered by written procedures 4

and includes administrative procedures and procedures for performing smaintenance.

Administrative procedure 00101-C,

" Drawing Control,"

Revision 7, Step 3.4.4, -requires that drawing legibility be ensured : prior to distribution.

l Engineering Procedure 50009-C, "As-Built Notices," Revision 7, Step 4.6.3, requires As-Built Notices to be legible and reproducible.

3 Contrary to the above, on November 22, 1989, the NRC identified that administrative procedure 00101-C, "Orawing Control," Revision 7, Step 3.4.4, and engineering procedure 50009-C, "As-Built Notices," Revision 7,.

Step-4.6.3, were not implemented in that critical control room drawings and' attendant As-Built Notices existed which were not legible.

This violation is similar to a violation issued June 15, 1989.

This is a Severity Level IV violation (Supplement I).

Docket Nos. 50-424 and 50-425 Vogtle Units 1 and 2 License Nos. NPF-68 and NPF-81 Pursuant to.the provisions of -10 CFR 2.201, Georgia Power Company is hereby required to' submit-a written statement or explanation to the Nuclear Regulatory

-Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional. Administrator, Region II, and a copy to the NRC Resident Inspector, Vogtle, within 30 days of the date of the letter transmitting this Notice.

This reply should: be clearly marked as a " Reply.to a Notice of-Violation" and should. include: (1) admission or denial of the violation, (2) the reason for the violation, if admitted, (3) the corrective steps which have-been taken and the results achieved, (4) the corrective steps which will be

taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.

If an adequate reply is not received-within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
