ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424-Vogtle Unit 1 License-No. NPF-68 I

I During the Nuclear Regulatory Commission (NRC) inspection conductedion -

February 17 - March 30, 1990,' a violation of NRC requirements was identified.

. In' accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR-Part 2, Appendix ~ C (1989), the violation is listed below.'

T_echnical Spect"ication 3.4.1.4.2.c, requires that, in Mode 5 with reactor

-l coolant loops rot filled, Reactor Makeup Water Storage Tank discharge l

valves, 1-1208-04-175, '176, 177, and 183 'be closed-and secured in i

pos.i ti on.

Contrary to the above, on February 26, 1990, with Unit 1 in Mode 5 and RCS level at 195 feet 5 inches, valve 1-1208-U4-176 was closed but was not mechanicslly secured in the closed position.

This is a Severity Level IV violation (Supplement I).-

Pursuant 'to the prcvisions of ~ 10 CFR 2.201, Georgia Power Company.is hereby i

required to submit i written statement or explanation to the Nuclear Regulatory Commission, ATTN:

~00cument Control Desk, Washington, DC.20555, with a copy to i

the-Regional ' Admir1strator, Region II, and a copy to' the - NRC Resident j

Inspector, Vogtle, within 30 days of'the date 'of the letter transmitting this Notice.

This rep?y should be clearly marked as a " Reply' to a Notice of

Violation" and should include [for each violation]:

(1) admission or denial of i

the violation, (2) the reason for the violation if admitted, (3) the corrective j

steps which have been taken and the res'ults achieved, (4) the corrective steps j

which will be.taken to avoid further violations,- and (5) the date when full i

compliance will be achieved.

Where good cause_is shown, consideration'will be i

l given to extending the response time.

If an adequate. reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other I

action as may be proper shvuld not be taken.
