ENCLOSURE 1 NOTICE OF VIOLATION i
Georgia Power Company Docket Nos. 50-424 and 50-425 Vogtle Units 1 and 2 License Nos. NPF-68 and NFF-81 i
i l-i During the Nuclear Regulatory Commission (NRC) inspection conducted on August 19 - September 15. 1989. a violation of NRC requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions." 10 CFR Part 2. Appendix C (1989), the violation is listed below.
l Title 10 CFR 55.23 requires the facility, in part. to certify that a l
l physician has conducted the medical examination as required by 10 CFR 55.21.
When the certification requests a conditional license based on medical evidence, the medical evidence must be submitted on NRC j
Form 396. Title 10 CFR 55.21 requires that a physician determine that the applicant or licensee meets the minimum health requirements.
Contrary to the above. on September 1.1989. the NRC identified that an f
improper certification occurred on May 23, 1989, in that the certification was not based on a correct copy of the physician's determination dated March 2. 1989.
The submitted NRC Form 396 did not include a restriction I
based on the medical evidence requiring that corrective lenses be worn while performing licensed duties.
