This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

Messrs.= J. F; Rogge and R. F. Aiell'o, on October 28 - December 1,11989. The

inspection included ~~a . review of activities authorized for your Vogtle facility.

At;thei conclusion of the . inspection, the findings were discussed with 'those

members of your staff identified in the enclosed Inspection Report.

> Areas; examined during the inspection are identified in the report. ' Within

these : areas,' the inspection consisted of selective examinations of procedures

andwrepresentative records, interviews with personnel, and observation of

activities in progress.

.The -inspection findings indicate that certain activities violated NRC require-

ments; . The violation, references to pertinent requirements, and ~ elements to be

included in your response are presented ~in the enclosed Notice of Violation.

Theiviolation described in the enclosed Notice is similar to ' a violation

contained 11n: the Notice sent to you by our letter dated June 15, 1989. The-

-identification and maintenance of critical drawings for the operating staff is

i

. essential for safe and efficient plant operations.

Further problems in tnis

area would not be acceptable. Since "similar violations," as described in the

NRC Enforcement Policy, are of significant concern to the NRC, please give

I

particular attention in your response to the root cause of this problem and

.

your. corrective actions which you have, or will, take to prevent recurrence.
