Dear Mr. Denton:

Enclosed for your review is revision 1 to the report prepared by Joseph Oat Corporation for Commonwealth Edison entitled

" Licensing Report on High Density Spent Fuel Racks for Quad Cities Units 1 and 2." The earlier revision of this report was transmitted by Reference (a) in support of the proposed amendment to increase the storage capability of spent fuel at Quad Cities Station.

Revision 1 is a general re-write which is provided in notebook form to facilitate future updating. All sections have been revised to provide additional or clarifying information, and sections 1 (Introduction), 4 (Nuclear Criticality Analysis) and 6 (Seismic Analysis) have been extensively rewritten.

Please address a..y questions you may have in this matter to this office.

One (1) signed original and thirty-nine (39) copies of this transmittal (with enclosure) are provided for your use.
