' BROWNS ~ FERRY NUCLEAR-PLANT - FIRE PROTECTION UPGRADE PROJECT LIST We have received the Tennessee Valley Authority (TVA) letter of September 21, 1989 providing-details on the Browns Ferry Nuclear Plant (BFN) Fire Protection Upgrade ~ Project. The letter states that the specific dates listed in the modi-

- fications;have been tied to cycle outages to reflect restart delays encountered: '1 after the original: projections.

conversations with your staff that these commitments are a part of the planned modifications for; restart and startup of Unit 2 after the next refueling outage.

We wish to use this letter to reiterate our' understanding of TVA commitments in

'the fire protection upgrades program at BFN, In regard to fire supression, TVA has made two specific commitments in addition

. to those upgrades listed by' TVA as required for Appendix R compliance.

Air supervision on large preaction systems in the Unit 2 reactor building. -TVA committed to have air supervision installed and

. operable before restart (TVA letter of February 3,1989).

5 Quick ' response sprinkler heads in. cable spreading room (CSR). TVA committed to replacing the existing heads in the CSR with quick response sprinkler heads prior to restart (TVA letter of August 7, 1989).

upon our understanding that the detection system upgrade will be accomplished before start-up of Unit 2 after the next outage. The NFPA deviations in regard to the fire protection' system a7d the staff understanding relative to these deviations: nave been provided by letter to you dated December 14, 1988. Durfng the July 17-21 1989 Appendix R Inspection (Inspection Report 89-28), the staff was told that fire detectors would be installed in the shutdown board rooms as part of the detection system upgrade program before the startup of Unit 2 afte; the.naxt' outage.
