PROPOSED ROCKET MOTOR MANUFACTURING FACILITY - REQUEST FOR INFORMATION (TAC NOS. MA3422, MA3423, AND M43424)

Dear Mr. Scalice:

it has come to our attention that the Boeing Company has selected Decatur, Alabama, as the site of a new rocket booster plant. According to several news announcements, construction of the proposed 2 million square foot plant was to have begun in November 1997 on a 400 acre site in the Mallard-Fox Creek Industrial Park in Decatur and, when completed, it will have a peak employment between 2,000 and 3,000 people. One news report stated that the company is already hiring some employees and is expected to begin production of the Delta IV common booster core in 1999.

It appears that this facility will be within the 10 mile Emergency Planning Zone (EPZ) of the Browns Ferry Nuclear Plant (BFN) site, and may be as close as 2 to 5 miles from the site. The facility appears to be across the Tennessee River and somewhat upstream of the BFN site.

According to press releases, the booster cores will be shipped via barge to the launch sites in Florida and California.

The original design basis for BFN did not consider such an industrial facility in close proximity.

In 10 CFR 100.10, the NRC identifies factors to be considered when evaluating sites for nuclear reactor facilities. It states that it is expected that reactors will reflect an extremely low probability for accidents that could result in release of significant quantities of radioactive fission products.

In addition, the site location and the engineered features included as safeguards against the hazardous consequences of an accident, should one occur, should insure a low risk of public exposure. Among the factors the U. S. Nuclear Regulatory Commission will take into consideration in determining the acceptability of a site are population dentity and use characteristics of the site environs, including the exclusion area, low population zone, and population center distance.
