This' refers to the Nuclear Regulatory Commission (NRC) special inspection

conducted at the General Electric Company's offices on August 14-16,~1989.

The inspection included a review of the nuclear steam supply system (NSSS)

activities associated with your Nuclear Perfomance Plan's seismic design

program for the Browns Ferry Nuclear Plant, Unit 2.

At the conclusion of

the inspection, the findings were discussed with those members of your staff

. identified in the. inspection report.

Areas examined during(the inspection included General Electric's potential

' i

reportable condition 10 CFR Part 21) of the control rod drive (CRD) housing

!

seismic analysis and open items from the NRC's previous inspection at General

.

Electric's office - also related to the Browns Ferry seismic design program.

- The inspection findings indicate certain activities appeared to violate NRC

requirements. The violation involved a modeling error in the nuclear steam

'

,

supply system seismic analysis which was recently performed as part of your

-

restart activities.

The error involved assuming the existence of seismic

lateral restraints on the CRD housing in your seismic analysis model when in

fact none was installed'at Browns Ferry. The course of action you have taken

to develop extensive modifications for the installation of restraints on the

,

,

l

CRD housing is viewed by the staff to be a prompt and positive resolution.

'

. The violat' on, references to pertinent requirements, and elements to be included

in your response are described in the enclosed Notice.
