This letter is in response to your letter of August 28, 1989, which provided a

supplemental response to Violation 260/89-10-01.

Your denial of 'this violation is based on your position that TVA had an.

analysis thatLprovided adequate assurance that following the design basis

seismic ' event, the non-seismically qualified EECW lines would provide

sufficient cooling' water flow such that the room coolers of concern would

perform their intended safety function. In order to resolve,this issue'please

submit to ' us', 'within thirty days of receipt of .this -letter,- your analysis

that existed atlthe time of the contested violation, which provided adequate

assurance that the- EECW discharge lines would perform their intended purpose

following a design basis seismic event.

NRC seismic design reviewers will evaluate your analysis, and the disposition

'of the violation will:be determined following their evaluation.
