Dear Mr. Kingsley:
'
SUBJECT:
STAFF COMMENTS ON DENIAL OF VIOLATION
'
- (NRC INSPECTION REPORT NOS. 50-259/89-10, 50-260/89-10, AND
50-296/89-10)
'
4:
This letter is in response to your letter of August 28, 1989, which provided a
'
.
supplemental response to Violation 260/89-10-01.
Your denial of 'this violation is based on your position that TVA had an.
analysis thatLprovided adequate assurance that following the design basis
seismic ' event, the non-seismically qualified EECW lines would provide
sufficient cooling' water flow such that the room coolers of concern would
l
'
perform their intended safety function. In order to resolve, this issue'please
submit to ' us', 'within thirty days of receipt of .this -letter,- your analysis
that existed atlthe time of the contested violation, which provided adequate
.,
assurance that the- EECW discharge lines would perform their intended purpose
i
following a design basis seismic event.
NRC seismic design reviewers will evaluate your analysis, and the disposition
'of the violation will:be determined following their evaluation.
If-you!have any quest' ions, please contact W. S. Little at (404) 331-5525.
. Sincerely,
(Original signed by A. Ignatonis)
