SCHEDULE CORRECTION FOR THE REVIEW OF THE TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 SUBSEQUENT LICENSE RENEWAL APPLICATION (EPID NOS. L-2018-LNE-0001/L-2018-RNW-0002)

Dear Mr. Nazar:

Enclosed is a corrected schedule for the review of the Turkey Point Nuclear Generating Unit Nos. 3 and 4, subsequent license renewal application. This schedule has been revised to reflect the issuance of the draft Supplemental Environmental Impact Statement (SEIS) on March 29, 2019. In addition, the milestone date for the public meeting on the draft SEIS has been changed from April 2019 to May 2019. These schedules have been revised to reflect a minor delay that resulted from the Federal government partial shutdown. The partial shutdown delayed the National Park Service (a cooperating agency on this review) from performing a review of those portions of the draft SEIS for which they possess special expertise for environmental issues pertaining to the areas in and around Biscayne National Park. At this time, it is not clear if there will be an impact to the schedule for issuance of the final SEIS as this is highly dependent on the comments received on the draft SEIS. We will keep you apprised of any future impacts to the review schedule.

Additionally, the staff has determined that initial issuance of the safety evaluation report (SER) will contain open items. Specifically, the areas identified as open items are associated with aging management during the subsequent period of extended operation (i.e., from 60 to 80 years of operation) of: irradiated structural steel reactor pressure vessel supports, concrete containment prestressed tendons, and buried and underground piping and tanks. Additional interactions with your staff have been necessary to achieve resolution for these three review topics. These additional interactions have contributed to the need to revise the SER issuance date from April 2019 to May 2019 and, correspondingly, revise the Advisory Committee on Reactor Safeguards (ACRS) Subcommittee on Plant License Renewal meeting date from May 2019 to June 2019. At this time, the staff expects to present the results of its review to close these open items at the ACRS Subcommittee meeting in June 2019 and provide an updated SER following this ACRS meeting. In addition, as a result of this change, the ACRS Full Committee meeting schedule and issuance of the SER has been moved to September 2019.
