NOTICE OF AVAILABILITY OF FINAL PLANT-SPECIFIC SUPPLEMENT 5, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT REGARDING SUBSEQUENT LICENSE RENEWAL FOR TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 (EPID L-2018-LNE-0001)

Dear Mr. Nazar:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed final plant-specific Supplement 5 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating licenses DPR-31 and DPR-41 for an additional 20 years of operation for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). A copy of the final supplement (FSEIS) and the associated Federal Register Notice of Availability that will be published in the near future are enclosed. This notice advises the public that the final supplement is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS).

ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The Accession Number for final Supplement 5 is ML19290H346. In addition, the following local public libraries have agreed to make the supplement available for public inspection:

o Homestead Branch Library, 700 N. Homestead Blvd., Homestead, FL 33030; o Naranja Branch Library, 14850 SW 280th St., Homestead, FL 33032; o South Dade Regional Library, 10750 SW 211th St., Miami, FL 33189; and o Downtown Miami Branch, 101 West Flagler St., Miami, FL 33130.

The National Park Service (NPS) is a cooperating agency on the FSEIS. The NPSs participation in preparing the FSEIS was primarily centered on data gathering and information sharing regarding the environment in and around the Biscayne Park, and does not imply NPS concurrence. As a cooperating agency, the NPS did provide input into the NRC impact analysis based on its special expertise. However, impact determinations made in the FSEIS should only be attributed to the NRC.

As discussed in Chapter 5 of the final supplement, the recommendation is that the adverse environmental impacts of license renewal for Turkey Point are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on: (1) the analysis and findings in the GElS; (2) review of the Turkey Point Environmental

Report; (3) consultation with Federal, State, local, and Tribal agencies; (4) the NRC staff's independent review; and (5) the NRC staff's consideration of public comments received during the scoping process and on the draft supplement.

A separate Notice of Availability of the final supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.
